How to read this page

Plans are distinguished from commitments. A requested licence, proposed agreement, MoU or training partnership is never described as final until an executed document supports it.

Licence status: UniGas is seeking an exclusive licence. Until a final government instrument is executed, the licence is requested or under discussion, not granted.
